Finished Bachelor of Arts in Economics in University of the Philippines (UP) School of Economics in 1982, Master of Arts Economics in 1990 at Kyoto University in Japan, and Master in Urban and Regional Planning 1995 in UP School of Urban and Regional Planning and reached Doctoral candidacy in Urban and Regional Planning in 1995. Finished short-courses in Business Management System under the International Trade Center UNCTAD/WTO in 2005, Financial Management in San Francisco, USA in 1998, Trade Promotion in Tokyo, Japan, 1986 and Japanese Language course in Osaka University of Foreign Studies in 1988. More than 25 years of experience as an economist, urban-regional planner/economist, socio-economist, project finance specialist, project development and management specialist, municipal finance specialist, project monitoring and evaluation specialist, social management/resettlement specialist for infrastructure projects, and environmental management/economics specialist in various capacities (employee or as a consultant) in the Philippine government (e.g., NEDA, BSP, DTI-CITEM, House of Representatives, HUDCC, CDC, BCDA, DPWH, MWSS, DAP, DAR, DA, DENR, LLDA, BSWM, DOTC, APECO, Philippine Navy), private sector (Filinvest, S.C. Megaworld Holdings, Teradata, Poultry Max), and international organizations (e.g., USAID, AusAID, World Bank, IFC, UNCRD, UNDP, JICA, JBIC, ADB, IMO, FAO, ASEAN Foundation, DFAT). Long and broad experience in socioeconomics, economics, land use planning, urban and regional planning, estate master planning and financial/fiscal planning in the Philippines with clients such Metro Manila cities (Muntinlupa, Quezon, Pasay, Makati, Malabon, Las Piñas, Pateros), regional cities (Antipolo, Cebu City, Batangas City, Iloilo City, Tuguegarao City, Imus City), regional municipalities (Pililla, Rodriguez, Angono, and San Mateo in Rizal Province, Mercedes in Camarines Norte, Sibunag in Guimaras, Enrile in Cagayan, Tagoloan in Misamis Oriental, General Trias, Cavite and San Agustin, Romblon), and regional provinces (Ilocos Sur, Bukidnon, Pampanga and Zambales). Proven background and skills in feasibility studies/ business planning-modeling in both private and government entities. Worked with clients in foreign countries like Cambodia, Japan, Thailand, Federated States of Micronesia, Saudi Arabia and Vietnam. Is a Licensed Environmental Planner under the Board of Environmental Planners of the Professional Regulation Commission of the Philippines since 1995 and reviewer since 2001 for environmental planning board exams under PIEP, UAP and ATLAS Review Center. More than 20 years of teaching experience in college undergraduate and graduate levels in De La Salle University, Miriam College, Pamantasan ng Lungsod ng Maynila, Technological University of the Philippines, and Colegio De Calumpit. Is a Licensed Real Estate Broker since 2005.
